Role of Water Management In Rural Development In Maharashtra: Challenges And Opportunities

Abstract

Water management is critical for the sustainable development of rural areas, particularly in Maharashtra, where agriculture is the economic backbone. This research explores water management's impact on rural development in Maharashtra, examining both traditional and modern practices, the role of government policies, and community involvement. Maharashtra faces significant geographical challenges, including uneven rainfall, recurrent droughts, and over-extraction of groundwater. By reviewing existing literature and analysing case studies, this research assesses the effectiveness of water management strategies like watershed development, rainwater harvesting, and irrigation improvements. The study also evaluates the role of key policies such as the Maharashtra Water Resources Regulatory Authority (MWRRA) and the Jalyukt Shivar Abhiyan, focusing on their influence in enhancing water availability and boosting agricultural productivity. The findings reveal that effective water management has improved agricultural output, enhanced livelihoods, and reduced rural migration in several areas of Maharashtra. However, the study also highlights persistent challenges, including inconsistent policy implementation, lack of awareness, and insufficient infrastructure, which limit the full benefits of these initiatives.
The paper concludes by recommending a more integrated and participatory approach to water management, involving local communities, government agencies, and non-governmental organizations (NGOs). This collaborative strategy is essential for achieving sustainable rural development in Maharashtra.
