Abstract
The Indian Railways, one of the world’s largest public transportation networks, plays a pivotal role in national development through connectivity, employment, and economic integration (Ministry of Railways, 2024). Budgetary allocation remains a critical determinant of the successful execution of railway infrastructure schemes (Jain, 2021). This study examines the impact of annual and structural budget allocations on the performance, efficiency, and timeliness of railway projects across India from 2005 to 2024. By integrating budgetary data with implementation metrics such as cost overruns, project delays, and output achievements, the study employs regression and trend analysis to identify the relationship between fiscal planning and execution outcomes (Mitra & Patel, 2022; Bandyopadhyay & Tiwari, 2020). The findings reveal that while higher capital allocations correlate positively with improved project completion rates and infrastructure delivery, delayed fund disbursement and inconsistent financial planning continue to undermine efficiency (CAG, 2022). Case studies on the Dedicated Freight Corridor and Station Redevelopment Program further underscore the need for synchronized budgeting and execution mechanisms (World Bank, 2019). The paper concludes with strategic recommendations for enhancing fiscal discipline, real-time fund tracking, and policy coherence in future railway development schemes. These insights contribute to public finance and infrastructure policy discourse, offering actionable directions for optimizing India’s transport investment outcomes (NITI Aayog, 2021).
